					<description><![CDATA[Just to give a little history on the verification thing-  This was started in the Reagan era to combat the rampant abuse and fraud that colleges and students participated in to collect federal money.  It worked.  The idea of having colleges collect the data was brilliant.  It gave them a stake in seeing that only those entitled to the money could claim it, because the penalties levied on the colleges for wrong information were severe.
