I think “shot out” is more when you just want to acknowledge something or someone whereas a “shout out” would be akin to hollering at someone. In the case of “hollering,” I would suggest that you are expecting someone to “holler back,” which is – in essence – asking for someone to acknowledge your existence.

By sending a shot out to a person or company, I am not expecting a response from them thus allowing them to not acknowledge my existence.
